Challenge

The Health Resources and Services Administration (HRSA), HIV/AIDS Bureau (HAB) recognized the challenges recipients of the Ryan White HIV/AIDS Program (RWHAP) Parts A-F had in submitting their required data reports. In addition, the data submission system for the Dental Report was outdated and needed updates.

Solution

HRSA HAB has contracted with our subsidiary, WRMA, on the Data System and Analysis Support (DSAS) project for over 20 years to provide data submission support to grant recipients and their providers. Our work on this project includes:

  • Providing technical assistance (TA) to grant recipients and their providers
  • Hosting webinars to train recipients on each of the nine data reports
  • Writing and updating manuals for each data report
  • Conducting pilot and burden estimates for the Office of Management and Budget (OMB) data report approval process
  • Modernizing and maintaining a web system for dental recipients to submit their reports

More About RWHAP

The RWHAP is the largest federal program for people with HIV, providing outpatient HIV care and support services to those without health insurance or with limited coverage. It serves over half of all people living with HIV in the country. Grants are given to metropolitan areas, states and U.S. territories, community-based organizations, dental schools, and AIDS educational training centers.

User Acceptance Testing and Recommendations

The DSAS team at WRMA analyzes all reporting system updates to ensure clarity, accuracy, and correct calculations before public release. Each year, we provide recommendations to improve the quality of data reporting and degree of missing or incorrect data submitted. Our team also clarifies reporting rules and advises on data validation enhancements to ease data entry burden and improve data quality.

Salesforce TA Tracker

Our team developed an internal system in Salesforce to track all TA requests and resolutions for cases received via phone and email. The tracker includes recipient information, issue and resolution details, and case statuses. Unresolved cases are marked as “pending” and note next steps. The tracker helps DSAS easily send monthly TA reports to HAB.

Dental Services Report System (DSRS)

We designed and maintain the DSRS, enabling dental grant recipients to easily submit their aggregate data in an accessible and secure location since 2021. Hosted on the FedRAMP-authorized Microsoft Azure platform, the system supports over 70 users across 58 organizations. Our team has developed the necessary plans, artifacts, and security processes for system assessment and has obtained ATO.

Data Analysis Services

We assist HAB colleagues on an as-needed basis with statistical analyses for data requests, studies, publications, and reports related to RWHAP.
