History

Since our founding, we have partnered with organizations that share our commitment to stronger communities and meaningful impact. TriMetrix carries forward the legacy of WRMA, established in 1980, and has expanded into new sectors through TTG, established in 2024. Together, the TriMetrix family brings proven expertise and a shared commitment to creating lasting change. This timeline highlights the projects and moments that have shaped who we are today.

1980-1990


WRMA Founded

Walter R. McDonald & Associates (now WRMA) was established in 1980 to provide management consulting, research, evaluation, and IT services in health and human services. Its first major project, the Child and Youth Centered Information System (CYCIS), became the national model for child welfare and juvenile justice data systems.

Building the Foundation for National Child Welfare Data

In 1988, WRMA partnered with the federal Administration on Children, Youth, and Families (ACYF) to create the National Child Abuse and Neglect Data System (NCANDS), now the nation’s primary source of child maltreatment statistics. Since then, we’ve continued to maintain and improve the system and support states and territories with federal reporting requirements.

1990-2000


Designing the First National Child Welfare Data System Prototype

WRMA was a key member of the team in 1994 that developed the national prototype Statewide Automated Child Welfare Information System (SACWIS) for ACF. The system became a model for using technology to support child welfare services, meet federal reporting requirements, and connect with existing systems such as Medicaid, child support, and Aid to Families with Dependent Children.

Enhancing Social Service Reporting

From 1998-2025, WRMA partnered with the Office of Community Service to develop and maintain a data collection system and prepare reports for the Social Services Block Grant (SSBG). The system enabled states and territories to report services and expenditures accurately and included tools for exploring SSBG data online.

Supporting HIV/AIDS Programs

WRMA has partnered with Health Resources and Services Administration (HRSA), HIV/AIDS Bureau since 2004 to provide technical assistance to grantees. Our work has spanned multiple contracts to support accurate reporting, from aggregate-level to client-level data, helping grantees meet all HRSA requirements and improve program outcomes.

Advancing Child Care Program Accountability

Since 2008, WRMA has partnered with the Administration for Children and Families’ Office of Child Care (OCC) to strengthen the use of federal child care subsidy funds. What began as a small technical assistance effort grew into the National Center on Subsidy Innovation and Accountability (NCSIA), which WRMA continues to operate, providing resources, training, and tools that help states, territories, and Tribes administer subsidy programs. In 2016, OCC also selected WRMA to design, pilot, and implement a comprehensive monitoring process, including a custom web-based database, to ensure compliance with Child Care and Development Fund (CCDF) requirements and improve accountability nationwide.

Longboat Founded

In 2009, Longboat HR Services was established as a woman-owned small business providing staffing solutions for federal agencies, prime contractors, and other government-focused clients. Longboat delivered professional, technical, and administrative talent through nationwide, client-focused teams, offering flexible, cost-effective solutions from contract staffing to turnkey systems. Since 2024, we’ve been offering these services through our TTG division.

Contractor of the Year Awards

WRMA was named Contractor of the Year by the Administration for Children and Families (ACF) in 2004 for its work on the National Child Abuse and Neglect Database System (NCANDS) and again in 2009 for its work on the Child Care Improper Payments Initiative, the predecessor of NCSIA.

2010-2020


Building the First National Adult Protective Services (APS) Reporting System

In 2013, WRMA partnered with the Administration for Community Living (ACL) and the Department of Justice to design and launch the National Adult Maltreatment Reporting System (NAMRS), the first comprehensive national data system for adult protective services (APS), providing consistent and reliable information on the abuse and exploitation of older adults and adults with disabilities. This system is now a vital resource for shaping prevention and intervention efforts nationwide.

TriMetrix Founded

In 2014, TriMetrix, Inc., a woman-owned small business, was founded to acquire WRMA and serve as its parent company. Establishing TriMetrix created new opportunities for growth and expansion by bringing together expertise in management consulting, IT, and program support under shared corporate services. This structure positioned TriMetrix to better serve clients, pursue new sectors, and strengthen its impact on communities nationwide.

Expanding Impact Through Innovative Learning and Design

Formed in 2018, TriMetrix’s Center of Excellence for Learning Resources and Communication (LRC) transforms complex information into clear, engaging products. The team supports WRMA, TTG, and external clients with marketing, graphic and web design, learning solutions, and accessibility services. By collaborating with subject matter experts, the LRC delivers high-quality results quickly and cost-effectively, helping clients reach their audiences with clarity and impact.

TTG Founded

In 2024, TriMetrix launched Trio Tech Global (TTG) to expand its services beyond WRMA’s federal human services focus. TTG provides advisory and staffing solutions, IT and project management support, and other professional services tailored to federal, state, and commercial clients. By partnering with TTG, agencies meet their woman-owned small business goals while gaining access to experienced talent, responsive support, and cost-effective solutions.
