Judy F. Sebastian
Chief Executive Officer
Judy Sebastian is a co-founder of TriMetrix, Inc. In 2014, she acquired WRMA with her partner, Robert (Bob) S. Cordes (pictured here), establishing it as a subsidiary of TriMetrix. Together, they built the foundation for the organization’s growth from approximately $7 million in revenue to nearly $30 million today, serving federal, state, local, and commercial clients nationwide. As CEO, Judy sets the vision and strategic direction, guiding the executive team as they develop and execute the strategies that ensure the organization consistently delivers meaningful results for the people and communities its clients serve.

Melissa Smith, SPHR
Chief Administrative Officer
As Chief Administrative Officer, Melissa co-leads TriMetrix alongside Chief Management Officer Alison Sebastian. Together, they are responsible for the overall health and operations of the organization. Melissa brings extensive experience in HR strategy, organizational leadership, and internal operations. She oversees enterprise-wide HR functions, including talent management, employee relations, performance management, benefits, and compliance. Melissa leads the people and administrative infrastructure that supports employee engagement, organizational effectiveness, and sustainable growth. She partners closely with Alison on all organizational decisions, ensuring TriMetrix operates efficiently while fostering a strong, supportive, and high-performing workplace for staff and consistent results for clients.

Alison Sebastian, MBA, PMP, CISM
Chief Management Officer
As Chief Management Officer, Alison co-leads TriMetrix with Chief Administrative Officer Melissa Smith. Together, they are responsible for the overall health and operations of the organization. Alison focuses on growth and client-facing service delivery performance and brings more than 30 years of experience in project management, operations, and information technology. She oversees enterprise operations that drive growth, strengthen service delivery performance, and support client results. Alison and Melissa collaborate on all organizational decisions to ensure TriMetrix operates effectively and consistently delivers strong results for clients and staff.

Jim Bates, MA
Executive Vice President/General Manager of WRMA
Jim joined the team in 2012 as an early childhood subject matter expert, leveraging his 23 years of experience in state and local government human service program management and operations. He has been a senior leader with TriMetrix and WRMA since 2015 and has since held roles as senior vice president, executive vice president, and COO. He is responsible for the overall health and operations of WRMA. Jim works from his home in Wisconsin, where he is a proud shareholder of the Green Bay Packers.

Nina Stanton
Senior Vice President for Company Growth and Business Development
Nina is responsible for defining and guiding the company’s growth strategies in the federal marketplace. She builds on her nearly 30 years of federal government contracting experience to nurture mutually beneficial collaborations with partners and clients. Nina was born and raised in Michigan, where her parents ran a family child care home that inspired her passion for high-quality learning, accessible child care, and fair compensation for the early education workforce. Nina works from her home in Louisville, Kentucky.

Dicy Perry, MSW
Strategic Advisor
Dicy has more than 40 years of experience managing and providing executive oversight to large human services projects and has been with TriMetrix since 2011. She oversaw delivery of the first state child welfare management system deemed fully SACWIS-compliant by ACF, which was later used as a foundation for SACWIS systems in five states. She contributed to the development of CCWIS requirements and has worked in 23 states in roles such as Implementation Manager, Project Manager, and Senior Advisor. As a Strategic Advisor, she advises members of the management team on successful client outcomes and supports overall strategic growth.

Robert (Bob) Frein, MA, MS
Vice President, Federal Operations
Bob joined the team in 2013 as a subject matter expert in early care and education. He has more than 25 years of experience with human service programs at the state and local levels as a practitioner, program manager, and administrator. He has been a project director on numerous federal projects with WRMA and most recently held roles as vice president for federal health and human services and now vice president for federal operations. He is responsible for overseeing the operations and budgets for WRMA federal projects. Bob works from his home in South Williamsport, PA, the home of the Little League World Series.

Robert J. Cordes
Executive Vice President, Finance and Contracts
Rob joined TriMetrix in 2014 and brings more than 15 years of experience in government contracting, financial management, and corporate operations. He began his career in recruiting and moved into leadership roles spanning pricing, contracts, and compliance. In his current role, Rob oversees financial strategy, contract administration, and pricing. He leads efforts to strengthen organizational processes, ensure regulatory compliance, and support the successful execution of projects. Rob is recognized for his collaborative approach, operational insight, and commitment to building systems that sustain long-term organizational growth.
