Challenge

The Administration for Community Living (ACL) recognized the challenges facing adult protective services (APS) professionals. The workforce needed consistent support to strengthen practices and address complex cases of maltreatment, as well as reliable data, research, and evaluation to advance the field.

Solution

ACL contracted with our subsidiary, WRMA, to launch the Adult Protective Services Technical Assistance Resource Center (APS TARC) as a national initiative to strengthen APS programs across the country. WRMA’s APS TARC team leads this work by:

  • Delivering tailored technical assistance and resources to state APS programs
  • Supporting and improving the collection and reporting of adult maltreatment data through the National Adult Maltreatment Reporting System (NAMRS)
  • Conducting research to uncover promising practices
  • Facilitating trainings and communities of practice among ACL grantees

National Adult Maltreatment Reporting System (NAMRS)

In 2013, WRMA built NAMRS to collect qualitative and quantitative data from APS programs nationwide. Within two years, all 50 states, the District of Columbia, and five territories voluntarily reported their data. The NAMRS team at WRMA manages the system, fulfills data requests, produces annual reports, and engages stakeholders. This work led to the creation of the APS TARC.

Research and Evaluation

Each year we work with ACL to identify research projects to help develop innovative practices in APS. This work includes single-year research projects, such as studies on the effects of COVID-19 and the opioid epidemic on APS programs. Our team also works on longer-term projects, such as a multi-year evaluation of the national APS system seeking to understand policy, practice, and process outcomes.

Technical Assistance

APS TARC assists state APS programs on a variety of topics from practice to policy. We provide webinars, briefs, toolkits, a listserv, a podcast, a blog, state and national conference workshops, and more to aid APS programs in enhancing their effectiveness. Our monthly webinars engage thousands of APS professionals on topics such as documentation skills and using data to improve APS services.
