Challenge

The Office of Child Care (OCC) needed a comprehensive system to monitor state, territory, and Tribal compliance with the Child Care and Development Fund (CCDF) statute and regulations and approved CCDF Plans. In addition, they wanted to enhance consistency, transparency, and timeliness across all phases of monitoring.

Solution

OCC partnered with our subsidiary, WRMA, to develop, implement, and refine a three-phase monitoring system supported by a custom web-based IT platform called the OCC Monitoring System (OCCMS). In addition to maintaining the OCCMS, our team provides logistical and content support for onsite monitoring visits and delivers live and on-demand training and technical assistance resources. We also implemented quality control processes and guidelines across all phases to improve consistency and reduce post-visit timelines.

Monitoring System Design, Implementation, and Evolution

We helped OCC conceptualize and build its monitoring system from the ground up, including stakeholder engagement, process design, and iterative refinement based on lessons learned and feedback. Currently, our team supports OCC in refining the three-phase monitoring system to assess CCDF compliance, including pre-visit planning, onsite data collection, and post-visit compliance determination.

OCCMS Development and Support

WRMA developed and maintains OCCMS, a fully custom, web-based monitoring and reporting database that serves as the official system of record for OCC’s monitoring process. OCCMS supports secure data collection, documentation, and analysis across all phases of monitoring. OCCMS has evolved to meet changing program needs and now includes features to improve compliance tracking and reporting accuracy.

Monitoring Support for Puerto Rico

Our team supported OCC’s first monitoring of Puerto Rico by developing a tailored approach by translating materials and trainings, providing bilingual staff, and coordinating interpretation services. This ensured accessibility and cultural responsiveness for Spanish-speaking participants.

Virtual Monitoring Innovation

When COVID-19 halted onsite visits, WRMA quickly developed virtual monitoring protocols. These included adapted tools, training, and scheduling strategies that allowed OCC to continue monitoring without compromising quality or stakeholder engagement.

Staffing Solutions

In 2024, the OCC Monitoring contract expanded, requiring WRMA to rapidly increase capacity to accelerate monitoring visits and meet federal mandates. Our staffing specialists quickly added monitoring liaison roles and onboarded new team members to meet the increased demand.
