Tracking Performance Measures for Teen Pregnancy Prevention
Challenge
The Office of Population Affairs (OPA) needed a data system to track performance measures for the Teen Pregnancy Prevention (TPP) Program. It also required a partner to assist grantees with reporting, analyzing performance measures data, and producing reports that highlight key findings.
Solution
Through our subsidiary, WRMA, we developed a data system, called OAHPMDS, to track performance measures for TPP grantees and the Pregnancy Assistance Fund (PAF), which ended in 2020. The system allows grantees and OPA staff to visualize and understand their data through downloadable reports and interactive dashboards.
We provide technical assistance (TA) to grantees through webinars, resources, and help desk support. Summary data tables developed by our team help OPA staff and grantees make data-informed improvements to programs and services. Public-facing brief reports further highlight key findings on TPP performance measures data for a broader audience.

OAHPMDS
In 2018, WRMA built the OAHPMDS to collect performance measures data from TPP grantees nationwide. The system includes data entry screens, a module for uploading section data, and interactive report and dashboard features. OAHPMDS is built so grantees can access their own data for continuous quality improvement and the OPA project officers can easily review grantee performance and compliance.

Technical Assistance
The team conducts webinars and virtual office hours to provide training and TA to grantees and federal staff on reporting performance measures. We also produce a user guide for each grantee cohort, tip sheets, and other resources based on emerging user needs. All materials are Section 508 compliant.

Help Desk
WRMA staffs the OAHPM Data Support help desk with TA specialists who have knowledge of all facets of the TPP program, performance measures, and data collection and submission procedures. These TA specialists are well-equipped to explain the reporting requirements to grantee staff with varying levels of technical expertise.

Annual Brief
We prepare annual public-facing briefs that highlight key performance measure findings and synthesize data across reporting periods. They show whether grantees reach more participants over time, how services and program models changed, and where training, fidelity, and quality improvements occur. The briefs support OPA with congressional budget justification and inform grantees as they manage their programs.

Special Topic Reports
The team also produces reports on special topics at OPA’s request. Past reports include:
- A snapshot of TPP performance data for grantees serving youth experiencing houselessness and in juvenile justice and out-of-home care settings
- A report on the first 15 years of the TPP program
- An analysis for OPA staff of the top 20 evidence-based models for teen pregnancy prevention used by TPP grantees since 2015
