Building Accessible Tools to Support Child Care Subsidy Integrity

The National Center on Subsidy Innovation and Accountability (NCSIA) is a federally funded Office of Child Care (OCC) project providing states, territories, and Tribes with technical assistance on administration of child care subsidies.
Challenge
NCSIA needed clear, accessible, and user-friendly resources to help Child Care and Development Fund (CCDF) Lead Agencies improve program integrity, communicate funding information, and meet federal requirements. It also needed a cohesive visual identity to ensure consistency across its resources.
Solution
We supported NCSIA by developing a comprehensive suite of solutions, including infographics, modernized assessment tools, interactive e-learning modules, a style guide, and templates. All products were copy edited and created with usability, accessibility, and regulatory requirements in mind.
Results
NCSIA now has a robust library of resources that strengthen agencies’ ability to assess compliance, reduce fraud, communicate funding impacts, and onboard new staff. Stakeholders across states, territories, and Tribes can more easily understand requirements and make informed decisions that support program accountability.

Child Care Funding Infographic
To clearly communicate the impact of COVID-19 child care investments, we created a fully 508-compliant infographic illustrating key data points. The infographic was published on the OCC website, shared with the White House and Congress, and distributed to stakeholders nationwide.
Style Guides and Templates
To ensure consistent and recognizable messaging across NCSIA products, we developed a comprehensive style guide and a suite of Microsoft Office templates. The flexible templates include branding requirements, slide variations, graphical elements, and accessible design features to streamline future product development and reduce accessibility remediation time.

Fraud Self-Assessment Modules
To help states strengthen program integrity and reduce fraud, we created a series of interactive self-assessment tools for CCDF Lead Agencies. The five-part toolkit educates agencies, supports evaluation of current practices, and informs future policy and decision-making.
Interactive Self-Assessment Tool
To improve usability for CCDF grantees assessing compliance with CCDF regulatory requirements, we modernized an outdated assessment tool into a fully accessible, interactive resource. Users can complete the tool digitally or print it as a hard copy to support various workflows.


Fraud Error Rate E-learning Module
To support onboarding and training for state early childhood administrators, we developed an accessible, engaging e-learning module in Articulate Storyline. The module introduces Lead Agency staff to the error rate review process and reinforces best practices for improving program integrity.
